Bally Municipality (Bengali: বালি পৌরসভা transliterarily: Bãli Pôuroshôbha), established in 1883, was the body responsible for the civic infrastructure and administration of the northern suburbs of the city of Howrah. Headquartered in the town of Bally, it administered an area of 11.81 square kilometres (4.56 sq mi) that included Bally, Liluah, Belur, and other nearby areas.[3]

The Vivekananda Setu (Bali Bridge) and Nivedita Setu connect Bally to Barrackpore and Kolkata on the other side of the river Hooghly.

Establishment

The Bally Municipality was established on 1 April 1883 by separating the northern 35 wards of the Howrah Municipal Corporation(then Howrah Municipality) from it.However, in July 2015 Howrah Municipal Corporation and Bally Municipality were merged[1][2]

Demographics

As of 2001, the municipality had a total population of 2,61,575, a rise of 41.43% since the 1991 census. Females constitute 42.72% of the population. The current sex ratio of the municipality is 744 females per 1000 males, which may be due to the large number of migrant labours who inhabit the municipality to work in the industries in Bally and nearby areas of Liluah and Belur. The overall literacy in the area stands at 81.91% as of 2001 (rising from 75.31% in 1991), of which male literacy is 85.17%(rising from 79.25%in 1991) and female literacy is 77.43% (rising from 69.21% in 1991).

Controversies

On 14 August 2015 a sub-assistant engineer of the municipality was arrested after an investigation by the State Anti Corruption Bureau(ACB) and the Police recovered cash worth ₹20.07 crore, post office deposits of ₹58 lakh and jwellery worth ₹14 lakhs from his house.[4]

Destablishment

The Bally Municipality was destablished on 10 July 2015 and the 35 wards of the municipality was merged with the Howrah Municipal Corporation and they were delimited to 20 wards. The byelection to choose the new councillors for these wards to represent them in the Howrah city council will be held on 3 September 2015. This merger was a brainchild of Chief Minister Mamata Banerjee as part of her plan to transform Howrah into a megacity and create planned and organized development in Howrah which had become very necessary especially after the shift of the West Bengal State Secretariate to Nabanna Bhawan.[5]
