Francis Anthony Small was a diplomat of New Zealand.
- 1956 Bachelor of Laws of the Victoria University of Wellington. [1]
- In 1963 he was acting head of the legal Division of the Ministry of Foreign Affairs and Trade (New Zealand).
- From 1969 to 1976 he was Counselor (diplomat), Deputy Permanent Representative at the Headquarters of the United Nations in New York City[2]
- From 19 December 1977 to 1982 he was ambassador in Vienna with acredition in Warsaw, East Berlin and Budapest.
- From 1982 to 1985 he was ambassador in Beijing.
- From 1986 to 1990 he was ambassador in Rome (Italy) 1987 with acredition in Madrid (Spain).[3]
