Uztelecom Joint Stock Company is the largest telecommunication operator, in Uzbekistan. Network capacitance of the company covers the whole territory of Republic Uzbekistan.

History

History of "Uztelecom" is linked with the Independence of Republic Uzbekistan, as it was first established in the year of 1992. During its 24 years of work time, "Uztelecom" has increased rapidly, and became one of the leading communication companies in Central Asia, and the biggest in Uzbekistan. History of the "Uztelecom" Joint Stock Company could be separated into different periods of time. Each period played unique role in development of the company.

1992–2002

In 1992 state enterprises were established, which were mainly focused on communication in Uzbekistan. In the same year all the enterprises were gathered in a group which was called "Uzbektelecom". After 3 years in the year of 1995 Uzbek government started the denationalization and privatization program, which led to the formation of middle size companies which were:"Toshkenttaksofoni", "Syrdarya Telecom", "Uzbektelecom International" Joint Stock Companies and "Buzton", "Chircom" Joint Ventures. The year of 1997 was the changing point for the company, as in the same year the "Ministry of Communications" of Uzbekistan was changed to the "Post and Telecommunications Agency" which was the basis for creation of an independent regulatory body. In 1997 again some middle size companies were established which focused on telecommunications in whole Republic, and they were: "Mahalliy Telecom" and "Halqaro Telecom", "Tashkent City Telephone Network", "Tashkent Telecom", "Andijan Telecom", "Namangan Telecom" joint stock companies. In the year of 2000 all the middle class companies were gathered into one company called "Uzbektelecom Joint Stock Company" by the edict of the Cabinet of Ministers of the Republic of Uzbekistan of 30 June 2000 number 253 "On the tasks of organization of "Uzbektelecom" Joint Stock Company". According to this document, on the basis of "Mahalliy Telecom" and "Halqaro Telecom" JSC "Uzbektelecom" Joint Stock Company was created. In the same year "Karakalpak Telecom", "Bukhara Telecom", "Navoi Telecom", "Khorezm Telecom", "Tashkent Telephone and Telegraph Station" and the "Enterprises of long distance communication" joint stock companies were created. Between the years of 2001 and 2002 "Uztelecom" was transferred from a holding company to operating company. By the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparing to privatization of "Uzbektelecom" JSC "UzNet" subsidiary was joined to "Uzbektelecom" JSC as "UzNet" branch, with all functions and tasks of interdepartmental data transfer network "UzNet". In 2002 the "Uztelecom" was prepared to privatization and completed its Information Memorandum and began seeking for potential investors.

2003–10

In 2003 on 4 March by the decision of "Uzbektelecom", Engineering-technical center was created at the company. Instead of this, the company inherited new type of communication, which was wireless network communications by the CDMA-450 standards. In order to accomplish with these tasks, the company created its branch called "Uzbektelecom Mobile" Uzmobile, which mainly focused on providing high standard services on wireless network communications in Republic Uzbekistan. In 2004 by the edict of "Cabinet of Ministers" of Republic Uzbekistan on 26 May number 39, the branch of the company called "UzNet" was given and implemented to the "Intal Telecom". In the same year on December the "UzMobile" company expanded its radio networks by the usage of CDMA-450 standards. Which led to the enlargement of the wireless network communications in Uzbekistan by reaching the other regions of the Republic. In the year of 2005, in accordance with the Decree of the President of the Republic Uzbekistan Islam Karimov of 8 August 2005, number PP-149 "On measures for development of data transfer services and preparation for privatization of "Uzbektelecom" JSC", "UzPAK" State Data Transfer Network Enterprise was reorganized into a branch of "Uzbektelecom" JSC due to merger with "UzNet" branch of "Uzbektelecom" JSC. In 2006 "Uztelecom" JSC started big project on the basis of "UzNet" branch, which was about starting the pilot project on WiMax IEEE 802.16–2004 standards. In the same year video conference communication were implemented in the Republic. In 2007 the "UzMobile" company expanded its services to the all regions of the Republic by the CDMA-450 standards. In the same year by the edict of President of Republic Uzbekistan Islam Karimov of 23 January 2007 with cooperation with "Chinese Bank of Development" (CDB) and Huawei Technologies, investment project called "Reconstruction and development of telecommunications at Uzbektelecom JSC" was realized. In the year of 2010 the company decided to develop the Internet networks in Uzbekistan and reduced the prices for the Internet usage for about 44 percent. In the same year the speed for the Internet access was increased twice and was set to be 2.5 Gibs/s.

2011–14

In 2011 the "Uzbektelecom JSC" was given new name, and started its actions under new brand called "Uztelecom". "Uztelecom" had 3 sub brands which were: "Uzbektelecom", "Uzmobile" and "Uzonline" which worked as the complex corporation with the same goals. In 2012 new period came in the development of the company. The company upgraded the general speed in Uzbekistan until the 40Gbit/s and reduced the prices for the Internet because of building new 1576 km optic fiber lines. In the same year company has built about 94 offices in different parts of Republic and enlarged the CDMA-450 standard radio wireless communication zones for 71.3%. After a year, in 2013 company expanded its optic fiber connection roads till the 2257,4 km and build 140 stations for implementing CDMA-450 technology in Uzbekistan. Meanwhile, the company enlarged the number of offices in Uzbekistan which was equal to 163 offices.[1]

Uztelecom office

Using its telecommunication network which is based on modern technologies, the company offers the following services:

"Uzbektelecom" JSC cooperates with many international communication organizations and participates in an international telecommunication projects. "Uzbektelecom" actively cooperates with the International Telecommunication Union (ITU), Regional Commonwealth in Communications (RCC), Satellite Telecommunications Organization Intelsat, and also it is a member of the Board of operators of RCC and others. Local telecommunication network of the company includes more than two thousand automatic telephone exchanges with the capacity of more than 2.0 million subscribers, 93.6% of which are digital. Digitalization of local telecommunication network significantly improved functioning of telecommunication networks, provided the subscribers with network of new services, as well as made it possible to organize high-speed dial-up internet for wide range of users. Transport Network of the Company is organized on the basis of fiber-optic and microwave links using advanced SDH network technologies providing multilevel network control. To ensure high quality of new services and expanding their range, gradual transition to high-speed transmission systems of STM-¼ / 16/64, DWDM and IP / MPLS type is being made. The company provides internet access through the International Packet Switching Center (IPSC) to all providers of the country. Access to Internet and data networks of "Uzbektelecom" JSC is implemented by branches of the Company via leased lines using xDSL technology and RadioEthernet or dial-up access. "Uzbektelecom" JSC provides international telephone services via two international switching centers, maintaining partnership relations with more than 20 international operators in the field of traditional communication. The Company has 22 affiliates, 14 of them are regional branches, 8 specialized and 3 subsidiaries. Personnel of the Company at the end of 2010 was about 14 000 employees. In 2010 "SGS" certification body granted "Uzbektelecom" Joint Stock Company with a certificate of conformity with the international ISO 9001:2008 standard.[2][3][4]

Andijan branch

Andijan branch of "Uzbektelecom" JSC was created as a result of reorganization of "Andijan Telecom" OJSC to "Uzbektelecom" JSC in 2001, according to the Edict of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company".[7]

Bukhara branch

Bukhara branch of "Uzbektelecom" JSC was created as a result of joining of "Bukhara Telecom" JSC to "Uzbektelecom" JSC in 2001 according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company".[8]

Djizak branch

Djizak branch of "Uzbektelecom" JSC was organized as a branch of "Uzbektelecom" according to the edict of 26 June 2002, number 110. This branch provides local, long distance and international communication services in Djizak region. There are 12 regional communication centers in the branch. Which are, PakhtakorGallaorol, DustlikMirzachul, Zamin, Bakhmal, Arnasay, Forish, Zarbdor, Djizak and Yangiabad regional telecommunication nodes.[9]

Kashkadarya branch

Kashkadarya branch of "Uzbektelecom" JSC was created by joining of "Kashkadarya Telecom" JSC to "Uzbektelecom" JSC in 2001 according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". The branch provides local, long distance and international communication services, as well as on the basis of the telecommunication n1etwork provides data transmission and Internet access services.[10]

Navoi branch of "Uzbektelecom" JSC was created as a result of joining of "Navoi Telecom" JSC to "Uzbektelecom" JSC in 2001, according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". The branch provides local, long distance and international communication services, as well as on the basis of the telecommunication network provides data transmission and Internet access services.[11]

Namangan branch

Namangan branch of "Uzbektelecom" JSC was created as a result of reorganization by merger of "Namangan Telecom" OJSC to "Uzbektelecom" JSC in 2001, according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". Based on the existing licenses of the company the subscribers of Namangan region are provided local, long distance and international communication services, as well as data transfer network and internet access services.[12]

Samarkand branch

Samarkand branch of "Uzbektlekom" JSC was created on 1 July 2002 as a result of reorganization through transfer of district branches of subsidiaries of "Uzbektelekom International JSC" JV to "Uzbektelecom" Joint Stock Company by order of "Uzbektelecom" JSC number 110 of 28 June 2002. According to a license of "Uzbektelecom" JSC Samarkand branch of "Uzbektelecom" JSC provides organizations, companies and people of the region long distance and international communication services, as well as data transfer, IP-telephony and Internet services.[13]

Syrdarya branch

Syrdarya branch of "Uzbektelecom" JSC was created as a result of joining of "Syrdarya Telecom" JSC to "Uzbektelecom" JSC in 2001 according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". Based on the existing licenses of the company the subscribers of Syrdarya region are provided local, long distance and international communication services, as well as data transfer network and internet access services.[14]

Surkhandarya branch

Surkhandarya branch of "Uzbektelecom" JSC was created by joining "Surkhandarya Telecom" JSC to "Uzbektelecom" JSC in 2001 according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". The branch provides local, long distance and international communication services, as well as on the basis of the telecommunication network provides data transmission and Internet access services.[15]

Fergana branch

Fergana branch of "Uzbektelecom" JSC provides companies, organizations, institutions and people of Fergana region local, long distance and international telephone communication services, data transfer and Internet access services and others. There are 19 telecommunication units in the structure of the branch: Fergana, Margilan, Kokand urban and Kuva, Kuvasay, Dangara, Altyaryk, Ahunbabayev, Besharyk, Bagdad, Fergana, Yazyavan, Sokh, Rishtan, Uchkuprik, Buvayda, Tashlak and Uzbekistan district telecommunication units.[16]

Tashkent branch

"Tashkent Telecom" branch is a regional branch of "Uzbektelecom" JSC in Tashkent region, providing telecommunications services to the government bodies, institutions, companies, organizations and people living in the region. On the basis of existing licenses, the consumers of Tashkent region are provided local, long distance and international calls, as well as data transfer and Internet access services. There are 18 telecommunication units in the structure of the branch: Akkurgan, Dustabad, Bekabad, Zafar, Gazalkent, Keles, Kibray, Almalyk, Pskent, Buka, Yangibazar, Parkent, Yangiyul, Chinaz, Toytepa, Angren, Akhangaran and Zangiata district telecommunication units.[17]

Khorezm branch

Khorezm branch of "Uzbektelecom" JSC was created as a result of joining "Khorezm Telecom" JSC to "Uzbektelecom" JSC in 2001, according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". The branch provides local, long distance and international communication services, as well as on the basis of the telecommunication network provides data transmission and internet access services. There are 12 telecommunication units in the branch: Pitnak city communication center, Hazarasp, Bagat, Honkin, Yangiaryk, Khiva, Kushkupyr, Shavat, Gurlan, Yangibazar, Yangiaryk, Urgan district communication units.[18]

Tashkent City Telephone Network

"Tashkent City Telephone Network" ("TCTN" branch) is the largest branch of "Uzbektelecom" Joint Stock Company provides companies, organizations, institutions and people of the capital local, long distance and international telephone communication services, data transfer and internet access services, etc. Within the framework of expanding the scope and types of services the branch provides alternative long distance and international calls of IP-telephony and Internet access by universal prepaid cards, actively introduces "Video Phone" service. For the convenience of subscribers of local telephone network round the clock information and reference service "09" is operating and a number of additional services provided by digital switching stations are available. There are 6 district telecommunication units in the structure of the branch: Central, Mirabad, Chilanzar, Yangiabad, MirzoUlugbek and Sabir Rakhimov. Also the branch includes Data Computing Centre and interoffice communication center.[19]

Karakalpak branch

Karakalpakstan branch of "Uzbektelecom" JSC was created by joining "Karakalpak Telecom" JSC to "Uzbektelecom" JSC in 2001, according to the Decree of the Cabinet of Ministers number 488 of 27 December 2001 "On measures for preparation to privatization of "Uzbektelecom" Joint Stock Company". The branch provides local, long distance and international communication services, as well as on the basis of the telecommunication network provides data transmission and internet access services. There are 17 telecommunication units in the branch: Nukus city communications unit, Vodokanal, Orak-Bolga, Uzynkol, Respo, Akmangit, Ellikkala, Beruniy, Kegeyli, Bozatau, Kungrad, Mangit, Muynak, Karauzyak, Kalynkul, Turtkul, Takhiatash, Khojeyli, Shumanay, Takhtakupir, Chimbay district communications units.[20]

Licenses

"Uztelecom" Joint Stock Company was licensed with all the documentation which allows to set work in Republic Uzbekistan and is licensed with all the world-wide standards.[21]

Management

The manager and head of the "Uztelecom" Joint Stoke company is Abdumuminov Abdurashid Abduaxadovich.[22]

Uzmobile and Uzonline

"UzMobile" and "UzOnline" are sub brands of "UzTelecom" Joint Stock Company. "UzMobile" is the mobile operator which provides the citizens with mobile connection services. "UzOnline" is the Internet services provider, which supplies the government with Internet access.[23][24]

The headquarters of the "Uztelecom" Joint Stock Company are located in Uzbekistan, Tashkent city, Alisher Navoi Street, house 28.[25][26]
